  1. "…74% have voted in favour of this idea…"

I believe it was the late Winston Churchill who said "The best argument against democracy is a five-minute conversation with the average voter."

    He had a point.

  2. Status of COVID-19

As of 19 March 2020, COVID-19 is no longer considered to be a high consequence infectious disease (HCID) in the UK.

    Definition of HCID

In the UK, a high consequence infectious disease (HCID) is defined according to the following criteria:

    • acute infectious disease
    • typically has a high case-fatality rate
    • may not have effective prophylaxis or treatment
    • often difficult to recognise and detect rapidly
    • ability to spread in the community and within healthcare settings
    • requires an enhanced individual, population and system response to ensure it is managed effectively, efficiently and safely
  3. Looking at the second to last line of your post and the current situation over here I believe that Sir Terry Pratchett said it best:

"For sheep are stupid, and have to be driven. But goats are intelligent, and need to be led.”

The problem with this is that goats seem to be hard to find these days–except for the old ones of course.
