  3. What you are missing is that catching a fugitive at the address where they have their mail delivered would be a lot more time consuming than they have resources for. 24 hour stake out for hundreds? of fugitives? Still, a sharp and funny post.
    They caught a murderer here last year by letting him think he had won a couple of million on the lottery.
